Incidents fell 64 percent year-over-year, from 96 to 35, with the Straits of Malacca and Singapore seeing a 74 percent drop. Most remaining incidents are opportunistic, non-confrontational thefts targeting bulkers and barges, though the Philippines saw a rise in reported cases, prompting increased Coast Guard response.
