Professional Mariner Article: IMO Details Raft of New Shipping Rules in Force from Jan. 1

A wide-ranging package of amendments to International Maritime Organization (IMO) treaties and technical codes entered into force on January 1, significantly strengthening maritime safety, environmental protection, and seafarer welfare. The updates span multiple conventions, including SOLAS, MARPOL, STCW, the Polar Code, and the IMDG Code, and reflect growing regulatory focus on human factors, operational transparency, fire safety, and emerging technologies. Notable changes include new mandatory training requirements to prevent and respond to bullying, harassment, and sexual assault; compulsory reporting of lost containers to improve navigational safety and environmental response; and new safety standards for onboard lifting appliances and anchor-handling winches. The amendments also tighten fuel safety rules, ban PFOS-containing firefighting media, expand Polar Code requirements to additional vessel types, mandate electronic inclinometers on new large bulkers and containerships, and enhance fire detection and monitoring in vehicle and ro-ro spaces. Together, these measures underscore the IMO’s push to modernize global shipping standards in line with evolving risks, technologies, and societal expectations.
