Oregonian Article: Interstate 5 Bridge Cost Update Delayed Until 2026, Awaiting Coast Guard

Officials overseeing the Interstate 5 bridge replacement between Portland, Oregon and Vancouver, Washington say they likely won’t release an updated cost estimate until at least spring 2026, largely because the U.S. Coast Guard has not yet decided whether the new span must include a movable section for taller vessels—a feature that could add more than $500 million. The last estimate, issued in December 2022, put the project at $5–7.5 billion, but rising labor and materials costs suggest the final figure will be significantly higher when construction starts in mid-to-late 2026. The replacement bridge is expected to feature three lanes plus one or two auxiliary lanes in each direction, shoulders, light rail, and dedicated bike and pedestrian facilities, along with major interchange and light rail station upgrades on both sides of the Columbia River. Project leaders have secured about $5.9 billion in anticipated funding from state contributions, federal grants, and future tolling, and are pursuing another $1 billion grant for light rail. Lawmakers from both Oregon and Washington expressed frustration at repeated delays in cost updates, pressing project managers for firmer timelines once the Coast Guard rules on the fixed-span versus movable-bridge decision.
