Port Security Grant Program

The PSGP plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. The PSGP’s allowable costs support efforts to build and sustain core capabilities across Prevention, Protection, Mitigation, Response, and Recovery mission areas.
 

PSGP FY-2017

The Federal Government, including the Department of Homeland Security and Federal Emergency Management Agency, is currently operating under a Continuing Resolution until April 28, 2017.  FEMA anticipates a full-year Fiscal Year (FY) 2017 appropriation to fund preparedness grant programs sometime after that date.

 

The timing of the FY 2017 appropriation will significantly compress the timeframe to announce and award these grants by September 30, 2017.  Therefore, it is important that you begin planning now for the FY 2017 preparedness grant funding process.  Grant applicants should expect a much shorter application period than in recent years, and potentially as short as several weeks.  Please plan accordingly by:

  • Preparing  investment justifications in advance;
  • Ensuring  your Unique Entity Identifier for the System for Award Management (SAM) registration is current and active;
  • Ensuring your Employer Identification Number (EIN) is current; and
  • Ensuring your Dun and Bradstreet Data Universal Numbering System (DUNS) Number is current and active.

Assistance to Firefighters Grant Program

Assistance to Firefighters Grants
The primary goal of the Assistance to Firefighters Grant (AFG) is to meet the firefighting and emergency response needs of fire departments and nonaffiliated emergency medical service organizations. Since 2001, AFG has helped firefighters and other first responders to obtain critically needed equipment, protective gear, emergency vehicles, training, and other resources needed to protect the public and emergency personnel from fire and related hazards.
 

Staffing for Adequate Fire and Emergency Response Grants
The Staffing for Adequate Fire and Emergency Response Grants (SAFER) was created to provide funding directly to fire departments and volunteer firefighter interest organizations in order to help them increase the number of trained, "front line" firefighters available in their communities. The goal of SAFER is to enhance the local fire departments' abilities to comply with staffing, response and operational standards established by the NFPA and OSHA (NFPA 1710 and/or NFPA 1720 and OSHA 1910.134).
 

Fire Prevention & Safety Grants
The Fire Prevention and Safety Grants (FP&S) are part of the Assistance to Firefighters Grants (AFG), and are under the purview of the Grant Programs Directorate in the Federal Emergency Management Agency. FP&S Grants support projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is to target high-risk populations and reduce injury and prevent death. In 2005, Congress reauthorized funding for FP&S and expanded the eligible uses of funds to include Firefighter Safety Research and Development.
