The U.S. Coast Guard has published Navigation and Vessel Inspection Circular (NVIC) 02-26, providing implementation guidance for cybersecurity requirements under 33 CFR Part 101, Subpart F. The circular helps MTSA-regulated owners and operators document Cybersecurity Officer designations, conduct Cybersecurity Assessments, and develop Cybersecurity Plans, all due by July 16, 2027. Four enclosures cover plan development, a sample designation letter, penetration testing, and scoping guidance. The Coast Guard notes that hiring a third-party provider is not required for compliance.
