Governments will convene in London Sept. 1-4 for a fresh round of negotiations on the IMO’s Net-Zero Framework ahead of MEPC 85 in late November. Talks center on the framework’s carbon-pricing mechanism, agreed at MEPC 83 but stalled after formal adoption was postponed last October amid an aggressive U.S. campaign against it. Liberia, Brazil, Tuvalu, and a bloc including Australia, Canada, and the UK have offered competing proposals, while the mechanism’s projected $10-15 billion in annual revenue keeps distribution questions politically charged.
