Governments at the UN’s International Maritime Organization (IMO) are expected to formally adopt the Net-Zero Framework next week, establishing the world’s first global carbon pricing scheme for any international industry. The new regulatory package—set for consideration at the Extraordinary Session of the Marine Environment Protection Committee (MEPC E.2) in London—aims to achieve net-zero greenhouse gas emissions from shipping by 2050. The framework introduces mandatory global emissions limits, a fuel intensity standard, and an economic measure requiring ships to acquire “remedial units” if they exceed emission thresholds, with revenues supporting low-emission innovation and vulnerable states. If adopted, the rules will become mandatory for large ocean-going vessels from 2027, setting a new standard for global climate action in the maritime sector.
