The Merchants Exchange of Portland (MEX) is seeking a Project Manager to manage its Business Continuity and Disaster Recovery Plan (BCDRP) development project.

 

Operating 24-hours a day, seven days a week, MEX is an integral part of the maritime industry providing the lower Columbia and Willamette Rivers, maritime and harbor communities with valuable information and service. In addition to providing 24-hour vessel intelligence, answering service and cargo and vessel statistics, MEX also provides extensive association management.

 

MEX has received funding through the Department of Homeland Security Port Security Grant program to produce a comprehensive BCDRP for its business operations. The BCDRP will provide a foundation to enable MEX to identify critical business processes that will ensure continuity of operations in the event of a business interruption or emergency (natural disasters, business interruption, staffing disruptions, power failures, legal liability, financial perils, lack of building access, computer failures, viruses, flood, fire, water damage, etc.). The BCDRP will be designed to limit the magnitude of loss, minimize length of service interruption, facilitate damage assessment activities, identify and recover critical data, and minimize impact on our subscribers and members.

 

 

BCDRP Project Manager Scope of Work

 

The Project Manager will be responsible for implementing the Request for Proposal (RFP) process for the Plan Delivery Consultant and overseeing the Plan Delivery Consultant, including but not limited to:

 

 

Prepare Request for Proposal process for Plan Delivery Consultant.
Manage Project Delivery Consultant proposal process:
ο  Set RFP timeline
ο  Distribute RFP
ο  Coordinate Q&A
ο  Collect and distribute proposals to management
ο  Organize related meetings
ο  Produce related correspondences
Produce and implement project work plan that will ensure the delivery of all project components.
Ensure that Project Milestones are met within deadlines as outlined in the approved project work plan.
Coordinate activities of BCDRP project team, ensure project progresses on schedule and within prescribed budget.
Review status reports prepared by project personnel and contractors and modify schedules or plans as required.
Prepare project reports for management, client, regulators or others as assigned by the Executive Director.
Confer with project personnel to provide technical advice and to resolve problems.

 

   

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The Project Manager is required to be available for work on site at the Merchants Exchange offices in Portland, Oregon as necessary during the course of the estimated 15 month project.

 

 

Qualifications

 

Only those who meet the following minimum criteria should submit a letter of intent and are eligible to submit a response/application:

  1. Individual must be able to complete the project as defined in Scope of Work of this posting in a timely manner.
  2. Individual must provide proof of comprehensive general liability insurance, commercial automobile liability insurance, statutory workers’ compensation insurance, and professional liability insurance.
  3. Individual must have proof of U.S. citizenship and be able to sign a non-disclosure agreement.
  4. Individual must be able to comply with all applicable state and federal laws, regulations and executive orders, including but not limited to equal employment opportunity laws and federal contracting laws.
  5. Individual must be capable of identifying and obtaining any applicable governmental permits for work to be done.
  6. Individual must be willing and capable to enter into a Consulting Agreement.

 

Intent to Respond, Submission, and Award Procedures

 

Letter of intent to respond, along with any questions to this posting, is required by Wednesday, March 21, 2012

 

Those individuals who meet the criteria will be sent an RFP packet and a non-disclosure agreement.

 

All responses detailing individual’s plan to accomplish the Scope of Work will be due within 30 days of the RFP packet issue date.

 

In selecting the winning Project Manager, MEX will take into consideration not only the cost proposal but many other factors including, but not limited to the individual’s experience and the proposal for accomplishing BCDRP goals.  MEX’s selection of the Project Manger shall be in its sole discretion. MEX will select potentially successful candidates to interview in Portland, Oregon. These candidates may be asked by MEX to revise their proposals prior to award for the purpose of obtaining final and best offers. A final candidate selection will be within 60 days of the RFP packet issue date.
