Port Security Grant 2009
All PSGP 2009 funds have been fully allocated.
Performance Period Extension Approved
The performance period for PSGP 2009 has been extended through midnight, 01/31/14.
An additional performance period extension request was submitted on 04/14/13 and is currently under review by DHS/FEMA.
In preparation for the end of the current performance period, all allowable project expenses are required to be committed by 01/31/14 to be considered reimbursable. Any portion of your project budget committed outside of the performance period is not reimbursable by the grant and your entity will assume financial liability. Evidence of commitment for your entire sub-award budget must be submitted to the Merchants Exchange no later than 01/31/14. Acceptable forms of evidence include any combination of the following: Executed Contracts, Purchase Orders, Awarded RFPs/Accepted Proposals, and Invoices.
Immediately notify the Merchants Exchange if you are unable to encumber and expend any portion of your grant funds.
Work on committed project expenses may continue beyond the performance period, through 02/28/14.
Please plan accordingly to how and when your vendors/contractors will be paid. All complete reimbursement requests must be submitted no later than 03/14/14 to ensure a timely drawdown of funds from DHS/FEMA and issuance of a reimbursement check. Project Closeout Reports must be submitted with your final reimbursement request in order to receive reimbursement from us. For detailed closeout procedures, please see the PSGP Toolkit Homepage.
The Merchants Exchange cautions that a delay in project momentum would reduce the window of opportunity that ensures a successful delivery of your project.
Contact Michael Moreno if you have any concerns or if you experience any project delays.
Reporting Requirements
The next Quarterly Progress Report for PSGP projects is due July 7, 2013. Quarterly progress reports are required on each of these reporting dates:
This reporting requirement begins as soon as your sub-grantee award agreement is signed and continues until your project closes out. If you are not up to date on your progress reports, payments toward your projects will not be made. Templates and example reports can be found on the PSGP Toolkit Homepage.
